The Deities aren't the creators of their elements, but they do live within in it. They can manifest aspects of it around themselves and it alters their appearance.
They aren't always walking about but they can appear to their devotees in time of need (advice, prayer, blessings).
Example;
"Wood Nymphs; They live in trees but can come out in a fully formed body sometimes, with aspects of the tree they reside in/are symbiotic with"
So a Moon Deity would live within the moonlight itself and not the actual moon, But be able to come out of anywhere moonlight falls.
So they can quite possibly appear anywhere in multiple forms. Same with water, Darkness (in shadows), Light (in fire), so on and so fourth.
Followers were the ones who primarily honored specific Deities depending on where they were from, for example the wingless Rah commonly honor Earth whereas naturally winged Seih'Rah honor the Deity of Air.
Rah can cross worship other Deities but they have a Focal main one.
Often if a Deity shows itself in corporeal form to a follower, it will choose a form closely resembling that of the Rah that called upon it. So look like a Daid'Rah to a Daid, or Seih'Rah to a Seih etc.
The Deities aren't gendered and they can appear as any one of them as their natural form isn't corporeal.
There are rumors that Deities laid curses on some Rah after the Great War and some gave Blessings, and others lay with Mortal Rah to produce cross-bred offspring to breathe new life into the population.
Deities were originally unseen behind all the forces of nature and the world around them both above and below, until the Great War in which all Deities revealed themselves at once to everyone.
No Rah was without sight to Deities even those deemed blind or deaf, all could see, hear, feel and understand them. They stood as many though speaking as only one, using each other's connection in the Pantheon to be fully present. Life and Death for the first time stood side by side among the carnage. Even Rahs far removed from the battlefields away in remote areas were visited by Deities, a simultaneous visitation.

Earth + Life + Light + Water = Close pantheon Life's beloved is Death, but they can never be together, they take comfort that at the end of a cycle Death welcomes them lovingly and helps them with the passage. For it is then the loved creature or Rah is no longer within her hands and continue on beyond where Life can follow. Sometime Death is able to touch Life for the briefest time and it is a cause for sorrow, for it is life that hasn't even begun..this is when a Rah or creature miscarries and young is lost. The end of breath, from young, old, injured, sick, or weak, Death welcomes them all with loving arms and gentle heart helping those cross over like an old friend. Death is not to be feared but welcomed in the hour of need as respite. Even accidental death is not blamed on this Deity as they are not the cause of the loss of life, just the guardian to the passage. This goes for the cycle of not only Rahs but the flora and fauna too. Death's most beloved is Life, but they can never be together, for they can only watch and appreciate from afar. Sometime Death is able to touch Life for the briefest time and it is a cause for sorrow, for it is life that hasn't even begun..this is when a Rah or creature miscarries and young is lost. They don't control the natural world, merely it's guides. Death has no harem mates, as can not create or move around as the others can. Each time last-breath occurs they can briefly touch the others in kinship, this can affect Death's appearance depending on the circumstances of Last-breath.
